It is Allah who sends the winds to raise the clouds. Then He spreads them in the sky and breaks them into fragments as He pleases, then you see raindrops falling from their midst. When He showers this rain upon those of His servants whom He pleases, Lo! They are filled with joy, though before its coming they may have lost all hope
